The Library of Virginia is recognized nationally and internationally as having the most comprehensive collection of primary materials devoted to the history of the commonwealth of Virginia in a single repository. As such, the Library is an invaluable and unique resource for the Old Dominion's educators. In July 1997 the Library initiated an Educational Services Program to inform educators about resources and programs for classroom use.

The most important of the Library's Educational Services Program during its first year had been development of Virginia: The History and Culture of a Commonwealth for teachers. It is a compendium of suggested classroom activities based on maps, photographs, and documents from Virginia's past and structured to conform to the Virginia State Department of Education's Social Studies Standards of Learning for the fourth-grade "Virginia Studies" course.
