Windsor Farms, an upscale originally located neighborhood in Henrico County (now within the City of Richmond), was a planned community designed by John Nolen and Philip Foster. Thomas C. Williams was the mastermind behind the development. After coming into possession of Agecroft Hall, he had the house moved from England to the area in Richmond that would become Windsor Farms. Williams had inherited "Windsor" and aquired the lands around it. With houses constructed in the Cope Cod and Colonial Revival styles and streets based on English names, Windsor Farms was designed to favor an English village.

The development's landscape architects were Philip W. Foster, was based in Cambridge Massachusetts, and John Nolen, an internationally known city planner who had been involved in planning Roanoke, Virginia, Asheville, North Carolina,and Johnson City, Tennessee. The engineer was Allen T. Saville, who had worked for the City of Richmond's Department of Public Works before establishing his own engineering firm.
